The human colony on Hestia is struggling to survive in a river valley plagued by floods, over a hundred years after its founding. When Merrit arrives to build a desperately needed dam, he discovers the real reason the colonists are contained in the valley: the planet’s intelligent, native species attacks anyone who ventures outside the settlement’s boundaries. 
As Merrit gets to know the natives, especially a native female, he begins to believe that the key to the colony’s survival is not the dam, which would displace the native population, but rather finding a way to coexist peacefully. His attempts to understand and communicate with the natives put him at odds with the colonists, who are only concerned with their own survival. Merrit must ultimately choose between the colonists’ immediate goals and the natives’ long-term survival.
